Role Purpose
The Head of Project Planning is responsible for owning and leading the end-to-end project planning function for large-scale mobile infrastructure rollouts across Germany.
The role acts as the central layer between commercial commitments, deployment execution, and external delivery partners, ensuring that milestones, KPIs, resources, and rollout strategies are defined, tracked, and delivered in line with contractual SLAs and national rollout targets.
This is a senior operational role, sitting at the intersection of program management, rollout strategy, and delivery performance within a TowerCo environment
Key Responsibilities
Rollout Planning
- Own the national rollout master plan across multiple programs (e.g. MNO build-to-suit, colocation, modernization, swap).
- Define and maintain end-to-end rollout processes, from site acquisition through design, build, integration, and handover.
- Establish standardized milestone frameworks (e.g. SA, permit, design, build start, RFS, PAC/FAC).
- Translate commercial rollout commitments into operational delivery plans.
- Design and manage delivery KPIs including:
- Time-to-RFS
- Milestone adherence
- Partner productivity
- Cost vs budget
- Backlog / pipeline health
- Build management dashboards and reporting packs for Head of Deployment and executive stakeholders.
- Drive a performance culture using data-driven insights and corrective actions.
- Act as primary interface for external delivery partners:
- General contractors
- Design houses
- Civil works providers
- System integrators
- Define partner KPIs, governance cadences, escalation paths.
- Align internal stakeholders:
- Site acquisition
- Engineering
- Construction
- Finance / commercial
- Run portfolio-level planning across thousands of sites.
- Manage interdependencies between parallel rollout programs.
- Own resource planning and capacity modelling.
- Identify delivery risks and implement mitigation strategies.
