Compliance & QHSE Manager (m/f/d) – Northern Germany

A growing European infrastructure and technology services provider is seeking an experienced Compliance & QHSE Manager to oversee regulatory, quality, health, safety, and environmental frameworks across the DACH region.

This role acts as a central interface between regulatory developments, operational execution, and management reporting. You will ensure that legal requirements, certification standards, and internal governance structures are effectively implemented and continuously improved.


Your Responsibilities

Regulatory & Compliance Oversight

  • Proactively monitor legal developments, regulatory changes, and industry standards relevant to operations in the DACH region

  • Build and maintain information networks to identify compliance risks and opportunities early

  • Ensure structured implementation of regulatory requirements into internal processes

Governance & Process Control

  • Monitor adherence to internal policies derived from regulatory and certification frameworks

  • Track implementation of improvement initiatives and document deviations transparently

  • Provide actionable recommendations to leadership when gaps are identified

KPI & Reporting Management

  • Define, track, and further develop key performance indicators related to quality, safety, environmental, and compliance objectives

  • Maintain structured documentation and produce regular management reports

  • Support a data-driven and integrated management system approach

Information & Training Management

  • Manage internal platforms for controlled documentation and policy distribution (e.g., collaboration systems and knowledge bases)

  • Design, publish, and continuously optimize digital training formats, including e-learning modules

  • Ensure transparency and accessibility of compliance-related information

Certification & Program Ownership

  • After onboarding, take ownership of selected certification domains or governance programs (e.g., occupational health and safety frameworks, data protection coordination, environmental or energy management initiatives)

  • Drive ongoing development and optimization of assigned areas

HVDC Installation Manager

HVDC Installation Manager (m/f/d) High-Voltage Direct Current Cable Systems – Germany East Germany (site-based – minimum 4 days per week on-site)   Project Overview We are supporting the delivery of a large-scale HVDC transmission infrastructure project (2GW class) in Germany and are seeking an experienced HVDC Installation Manager with strong technical expertise in cable installation and on-site execution. This role is heavily focused on the installation of HVDC cable systems, including pulling operations into ducts/pipes, jointing coordination, interface management, and supervision of installation contractors across multiple route sections. The successful candidate will combine deep technical knowledge of HVDC cable systems with strong contractor coordination and contract execution experience. Role Overview The HVDC Installation Manager will oversee and coordinate all on-site activities related to the installation of high-voltage DC cable systems, ensuring safe, compliant, and technically precise execution. This role requires presence on-site at least 4 days per week, working closely with civil contractors, cable suppliers, jointing teams, and project management. Key Responsibilities Technical & Installation Oversight Supervision of HVDC cable installation into ducts and pipe systems Oversight of cable pulling operations and drum logistics Monitoring of bending radii, pulling tensions, and installation parameters Coordination of joint bay preparation and cable jointing works Supervision of terminations and interface works at converter stations Ensuring compliance with OEM installation specifications Contractor & Interface Management Coordination between civil contractors and cable installation teams Managing multiple subcontractors across parallel work fronts Ensuring installation readiness (duct integrity, cleaning, testing prior to pull-in) Reviewing method statements and installation procedures Interface management between: Cable manufacturer Civil construction contractors HDD contractors Testing & commissioning teams Commercial & Contractual Support Support in contract administration related to installation scope Review and validation of variation claims Monitoring contractor performance vs. contractual KPIs Progress verification and reporting Participation in commercial and coordination meetings Quality, HSE & Compliance Ensuring installation compliance with German regulations and project standards Overseeing quality documentation and installation records Enforcing HSE procedures during cable pulling and jointing operations Supporting audits and inspections Required Experience & Qualifications Degree in Electrical Engineering, Power Engineering, or similar technical qualification Extensive experience in HVDC cable installation projects (underground transmission preferred) Strong technical understanding of: XLPE insulated HVDC cables Pipe/duct installation systems Cable pulling operations Jointing and termination processes Experience on ≥320 kV systems strongly preferred Proven on-site leadership experience on major infrastructure projects Exposure to contract administration and subcontractor coordination Strong understanding of German construction and grid standards Fluent German required; English advantageous
